Legally yes, certainly, if it's classified. But I think you're referring to a proposition that wasn't known, but was speculated to be highly likely. Not common knowledge.

I don't think a negotiated peace is possible. The only bargaining tool Ukraine has is a radically changed border in favour of the Russians. Putin knows as soon as he accepts this, Ukraine will be granted entry to NATO and that new border will be bristling with troops and weaponry. Apologies if this is in repeating what is in the article. I haven't read it yet.

Biden has given the green light for the Ukrainians to take out targets in Russia with US missiles. In the wake of a massive escalation from Russia today, probably a good move. I suspect that France and the UK will follow suit.

Hopefully some of the Russian air bases can be degraded or taken out.

Excellent, that also suits the Russians who can concentrate on levelling half of Syria instead.
