This has caused a bit of controversy on Internet discussion fora elsewhere. I think it's fair, judging by the video.

I can get annoyed by cyclists when I'm driving sometimes so I have a foot in both camps but this is bang to rights.

Yes, I commented on this on FB. Initially I thought the cyclists should have yielded to oncoming traffic but having watched the video, it's clear the car driver was passing way too fast and seemed to be unnecessarily close to the cyclist, even encroaching into the other lane. Poor driving. I would even go as far as saying it looked like a purposeful attempt to startle or unnerve
